David O’Rear is the Chief Economist at the Hong Kong General Chamber of Commerce in 2002. He has bachelors and masters degrees from the University of California, Berkeley, and is a regular commentator on current events in print and electronic media. At the Chamber, Mr. O’Rear manages overall economic policy with an emphasis on taxation, laws and regulations and major industrial sectors, and is responsible for drafting many of the Chamber’s submissions to government on policy issues, including the budget and policy address.
